Weather Modification – A 20th Century Weapon

While most people believe that only whackos and kooks believe in weather control, those who have done their homework on the subject know otherwise.  Not only is it provable that the technology exists, but you can prove that everyone in congress and the senate already know about it.

In the US CODE, USC Title 15 9A is titled: WEATHER MODIFICATION ACTIVITIES OR ATTEMPTS; REPORTING REQUIREMENT.  It explains that you must get permission from the Secretary of Commerce to attempt to modify the weather, what the Secretary must do with the requests, and fines for violations.

Interestingly, it doesn’t seem to apply to employees, agents, or independent contractors.  See 15 USC § 330 – Definitions –

(2) The term “person” means any individual, corporation, company, association, firm, partnership, society, joint stock company, any State or local government or any agency thereof, or any other organization, whether commercial or nonprofit, who is performing weather modification activities, except where acting solely as an employee, agent, or independent contractor of the Federal Government.

(3) The term “weather modification” means any activity performed with the intention of producing artificial changes in the composition, behavior, or dynamics of the atmosphere.

Weather modification laws go back to 1976, as can be seen by National Weather Modification Policy Act of 1976. Congress realized the very real and raw power that lies in the hands of anyone who can change the weather and they passed the act. In their words:

(4) Weather modification programs may have long-range and unexpected effects on existing climatic patterns which are not confined by national boundaries.

National Defense

It sounds as though the military is contemplating whether the last hurricane (from 2001 perspective) was man-made or natural. This can be seen on page 92 in the Army document FUTURE INTERNATIONAL ENVIRONMENTAL SECURITY ISSUES AND POTENTIAL MILITARY REQUIREMENTS OVER THE PERIOD OF 2010 TO 2025 (link appears dead as of 1/13/2011 – see Web Archive document at https://archive.org/details/DTIC_ADA593164/ or download my self-hosted file > https://benjf.com/wp-content/uploads/2012/12/DTIC_ADA593164-5.pdf) :

Weather modification or climate change techniques are developed and used, including their use as weapons. (Newly suggested item, N07)
U.S. military representatives said that very good statistical data is needed in order to determine whether the last weather anomaly (e.g. hurricane) was natural or whether it was an attack. Like a WMD, a biochemical dumped into the drinking supply system of a large metropolitan area, the responsible party is very difficult to determine, unless the group announces responsibility. However, if responsibility can be demonstrated, an immediate asynchronous response by the military is warranted and should be targeted against the rogue party. The climate change or weather modification would have to be extreme to have measurable impact on military operations. DoD forces are already equipped to deal with weather extremes outside the society living in the area of operations.

HAARP Weather Modification

Many have said that HAARP cannot control weather, and if you believe it can then you are just conspiracy theorists. In fact, this blogger is one of them.  They try to appear objective without actually looking into it, I believe.

If you don’t know what HAARP is, check out the link in the above paragraph.  It is explained very nicely. It says:

What is HAARP?
HAARP consists of phased array. Only partially finished the entire array will consist of 180 antennas and will be more power full than all other antenna array for ionosphere heating ever built. Ionosphere heaters simply use radio waves to heat a portion of the ionosphere which surrounds the earth, many already exist, but this is the largest ever.
Purpose of HAARP
The purpose of HAARP is to analyze [please] the behavior of the ionosphere which is the part of the atmosphere that extends from approximately 70km up to as much as 1500km. This is done by transmitting a focused beam of radio frequency energy, at between 2.8 and 10MHz, directly at a point in the ionosphere between 100 and 350 km in altitude, basically within the “E” layer.

First, it is for more than analyzing the ionosphere. It is for affecting it and changing it.  I recommend that you ignore the conclusions placed on that article, as they are unsupported and false. I will give you real information that is supported by evidence.

Notice that it is a “.mil” site meaning it is owned by the military/government.  This is not hearsay.
